Before you enquire.

Can this be done remotely?

Usually, if the computer starts reliably and has a stable internet connection. Hardware faults or inaccessible devices may need local hands.

Will you reinstall Windows?

Only when it is justified and agreed. A reinstall is not the default response to every performance issue.

Should I upgrade first?

Not usually. Diagnosis first reduces the chance of buying a part that does not address the real constraint.
